Kray -- your philosophy on a healthy democracy is spot on, but for heaven's sake can we get our facts straight?
It's not a coincidence that something like this would come to pass only during the Administration of a President who lost the popular vote (and Florida, if you counted all the votes).
Dubya's was the
fourth election to send a popular-vote loser to the Presidency (Hayes, B. Harrison, and J.Q. Adams being the others). If that makes him illigitimate, consider that Lincoln had the second-lowest vote percentage in history. (

Bush vs. Gore∞ was about the Florida Supreme Court's changing the rules
ex post facto. Educated legal minds (apparently) disagreed, but I think holding the FL election system to the laws for which it was chartered is a fair decision.
Regardless, the Florida ballots were subsequently analyzed by both parties as well as a variety of local and national newspapers. None of them concluded that Gore collected more votes, chads or no chads.
